the tool dialog is not open, the tool's ROI is set from the points
marked in the image. If a single point is marked, the existing ROI
is moved to the new center. |

only when the tool dialog is open and the active tabbed page is Templates/Templates.
A rectangle marked in the image inside the ROI defines the template
to replace the current.
For all other active tabs, the Set ROI command is performed. |
